End-user accountability emphasized in Ministry-led procurement training

Strengthening compliance in government procurement, the Ministry of Labor and Employment (MOLE) conducted a Procurement Training to End-User Units on December 15, 2025, at Haraya Hall, Alnor Hotel and Convention Center in Cotabato City. Led by MOLE’s Administrative and Finance Services (AFS), the training gathered 52 participants representing various bureaus, divisions, and field offices under the Ministry. AFS Director Atty. Mohamad-ali Midtimbang, Jr., CPA shared the vital role of end-user units in ensuring effective public procurement, noting that their involvement spans the entire procurement cycle—from planning and requisition to inspection and acceptance of goods and services. “Effective public procurement is a cornerstone of good governance, fiscal responsibility, and efficient public service delivery,” Midtimbang, Jr. said. “This ensures that government resources are utilized efficiently, transparently, and in full compliance with applicable laws, rules, and regulations,” he added. The program featured key sessions on government disbursement, procurement laws, and accountability. MOLE Chief Accountant Hanna Ayob, CPA discussed the government disbursement process. This was followed by an overview of the Government Procurement Act and the procurement process flow; and procurement planning through contract implementation by procurement officers Admirah Tending and Ara Macaumbos, respectively. A session on accountability underscored the responsibilities of end-users in the procurement process, led by State Auditor I and Audit Team Leader Jehan Sebastian of the Commission on Audit (COA)-BARMM, together with members of the COA-MOLE audit team. In his closing remarks, MOLE Bids and Awards Committee Chairperson Abdulrakman Nor emphasized the ethical aspect of public procurement and the role of public servants in upholding the law. “Understanding and upholding procurement law means choosing integrity over convenience, and public interest over personal gain,” Nor said. In MOLE's continuing efforts to enhance procurement efficiency, the training seeks to uphold public trust through strict accountability and transparency in the use of public funds.
