COTABATO CITY — The Ministry of the Interior and Local Government (MILG) has equipped municipal officials from the Special Geographic Area (SGA) with a digital monitoring system aimed at strengthening disaster preparedness and climate risk management. Local leaders and disaster risk reduction officers completed a three-day orientation from March 4 to 6 on the Disaster Risk Reduction and Management–Climate Change Adaptation (DRRM-CCA) Performance Compliance Monitoring System (PCMS), a digital platform designed to streamline compliance monitoring and enhance emergency preparedness among local government units (LGUs). The system centralizes disaster-related data and reporting, making compliance monitoring more accessible while reducing the administrative burden on local offices. MILG Internal Affairs Service Director II Atty. Marvin Mokamad said the shift to digital platforms reflects the Bangsamoro government’s push to modernize governance and improve the efficiency of local administration. “We are now shifting to digital systems because this is the direction of modern governance,” he said. “In the past, compiling and presenting data through paper-based reports was challenging and time-consuming. With digital platforms, information becomes more accessible, more efficient to manage, and less burdensome for local government units,” Mokamad added. Addressing the participants, Mokamad said the training ensures that municipal officials return to their respective LGUs prepared to operate the new system. “Before you return to your respective LGUs, you will already be equipped with the knowledge needed to utilize this system,” he said. MILG expressed confidence that the digital platform will help SGA municipalities strengthen disaster response capacity and build “safer and more resilient communities in the face of increasing climate risks,” considering SGA’s vulnerability to flooding and other climate-related hazards. The initiative supports the Bangsamoro Government’s priority agenda on digital infrastructure and e-governance, which aims to bridge digital gaps, improve public service delivery, and promote data-driven governance across the region.
